<h3>An inside look at the Chief Investment Officer of UPS</h3>
<p><strong><span>You have had increasingly influential financial positions at UPS. How has your experience in your previous roles shaped your approach to managing UPS’s pension fund? </span></strong></p>
<p>Early in my career, my assignments typically lasted for less than two years. This helped me develop the ability to quickly understand the key elements of success for a particular organization. I learned how to identify what can be changed to improve performance and increase value, and how to implement changes in an expedited manner. These lessons have served me well through multiple assignments and across several disciplines within UPS.</p>
<p>Prior to my current position, my time in treasury was equally divided between mergers &amp; acquisitions, cash management and corporate finance. During this time, I was able to develop skills including asset valuation, working capital management, debt management, and liquidity analysis. I was also able to develop strong insights into the cost of capital, cash flow predictions, hedging strategies, and equity trading through our share repurchasing programs.</p>
<p><strong><span>What are your particular strengths, and how have they contributed to the growth of UPS’s investments?</span></strong></p>
<p>Looking back over my career, it seems like the majority of my assignments have been starting business ventures from scratch, implementing new technologies, or rebuilding business units from the ground up. All three require a strong vision and the ability to identify the end game. Other important skills are communication and leadership. In my current assignment, it was important to step back from the day-to-day activity in order to identify and set long-term goals for the investment group. By going through this exercise I was able to identify the appropriate structure to enhance the efficiency of the investment process and establish the business case to build out a strong investment staff. The result was the creation of a master trust to manage assets for four separate pension trusts as one portfolio. Not only did the creation of a master trust lead to efficiencies in portfolio management, but it also resulted in significant cost savings as well. Developing a strong investment staff required taking a team of three and building it out to eleven over a two-year period. Some examples of how we created the appropriate structure include adding director level positions to oversee public &amp; private markets, installing a strong compliance team, and adding dedicated portfolio managers for each major asset class.</p>
<p>Communication and leadership were extremely important throughout the process. Gaining buy in from numerous interested parties required constant communication up, down and across the organization. Providing progress reports and continuing to build on each success instilled confidence in our ability to achieve our objective. Leading a group of highly qualified directors, portfolio managers, and analysts presents its own set of challenges. These individuals are by nature highly energetic, independent thinkers. Keeping them focused on the long term objectives while maintaining enough flexibility to allow them to do their jobs required constant involvement in the day to day activities of the group. It also required being available to work through issues and ensure individuals had the necessary resources to be successful.</p>
<p><strong><span>UPS is one of the healthiest large funds out there, with a pension liability versus company market capitalization rate of only 30%. How were you able to accomplish that, and how does that particular rate benefit UPS? </span></strong></p>
<p>The characteristics of our plans provide a great deal of flexibility compared to other corporate plans. We have a very young population, which results in a very low payout ratio. Our benefits payments will not peak until well into the future, so we can afford to take the long view. We have minimal liquidity constraints, and although it’s not our goal, we can accept some volatility in our return stream, as long as we achieve our objective over a longer period (3-5 years). UPS has a healthy balance sheet and a strong cash flow. In the past, this has allowed us to fund opportunistically, with the goal of minimizing or eliminating future obligations.</p>
<p><strong><span>Even in the flat market of 2011, you were able to achieve a 9.4% ROI. What strategies do you employ to achieve such a high ROI?</span></strong></p>
<p>Staying true to an absolute return strategy allows us to remain focused on the real objective. Our performance in 2011 is not an isolated incident, but part of an evolution in the way we think about portfolio management. 2009 was about the recovery in equity markets, and 2010 saw the initial spread compression as credit markets began to heal. 2011 was about the ability to tilt the portfolio in order to benefit from the risk sentiment, which was driven primarily by the debt ceiling and growth concerns. In 2012, our performance was driven by our ability to allocate back to risk assets and then monetize /reallocate capital as the markets got ahead of themselves. Remaining nimble combined with appropriate allocation decisions resulted in a portfolio that exceeded has our expected rate of return over the past four years by an annualized 355 BPS.</p>
<p><strong><span>When managing a pension fund in a volatile market, is it best to manage expectations of success in relative returns or absolute returns? Which do you consider a success when considering the ROI for UPS? </span></strong></p>
<p>We think our responsibility is to ensure that assets are available to pay benefit obligations to our participants. This pushes us more towards an absolute return focus. The ability to achieve the required rate of return gives us a higher probability of achieving that goal. If your policy benchmark is down by 20%, and your portfolio is only down by 18%, that may be considered strong performance on a relative basis, but it does very little in helping us achieve our long-term objective. Yet managing for absolute returns also means that you need to remain disciplined in strong markets. Altering portfolio allocations or taking excessive risk to chase returns is inconsistent with our long-term goal.</p>
<p>We also believe the ability to achieve our long-term return objectives reduces the probability that the parent will have to allocate capital to fund future pension obligations. Arguably, this is a favorable outcome for all interested parties.</p>
<p><strong><span>What new investment strategies do you see on the horizon for other Chief Investment Officers managing pension funds for large companies and institutions? </span></strong></p>
<p>It is less about developing new strategies and more about understanding what exposures are in your portfolio, determining their current value, and understanding how these exposures will behave under various market conditions. If you can do this, tactical allocations are driven more by the value of specific assets. Complete visibility into your portfolio and understanding the factors driving performance allows you to tactically move capital between overvalued and undervalued assets.</p>

Only the very best are awarded the distinction of being a part of ExecRank’s “Top CTO Rankings” for 2012. The number one area of focus for Top CTOs in 2012 has been their role in developing defensible technologies for their companies, and leveraging those technologies to strengthen competitiveness. ExecRank also weighed heavily the recommendations provided by the General Counsel of our finalists, as their role in facilitating IP advantages was also weighed heavily. In addition, we saw a significant uptick in the number of CTOs that served on boards of directors and displayed a skill set that is applicable to multiple industries. The CTOs that made this list represent the best of the best in their field.</strong></p>
<p>CTOs were ranked according to our patent-pending proprietary CTO Ranking Algorithm that calculates points for 24 key categories, in addition to the insights and feedback from evaluation committees featuring some of the world’s most renowned business leaders. Like all of our position specific ranking algorithms, the CTO Ranking Algorithm serves as an objective standard for executive performance and is designed to produce results that act as leading indicators for future executive and team performance. ExecRank also weighed heavily the recommendations provided by CEOs and CFOs of our finalists.
